Augustine Afriyie confirmed this is a key deliverable still outstanding. No target completion date provided.

Frequency application approval delay: Frequency application for UHF band (target 410 to 430 megahertz range) is stalled in internal approval process bouncing between technology/enablement and IT departments. Requires VP approval then CEO approval. Delay beyond May 2026 will prevent manufacturing of underground amplifiers and Becker head end equipment, creating critical path compression. CST will not engage directly; all communication must flow through internal approval chain.

Underground amplifier manufacturing cannot commence: Becker underground amplifiers (non-standard 410 to 430 megahertz range) and head end equipment manufacturing cannot proceed without confirmed frequency allocation from CST. Standard 450 to 470 megahertz range is not suitable for Saudi Arabia as Aramco Digital now owns 450 and upwards spectrum. Hytera radios can accommodate broad UHF spectrum but still require frequency confirmation for programming and assembly. Risk compounds if frequency approval delays past end of May 2026.

Motorola licensing lapse impacts project timeline: Customer has not maintained Motorola licensing for three to four years. License update or renewal required before Link Capacity Plus implementation can proceed. Unclear if customer will approve licensing costs, which may delay project.

GPS/underground tracking requirement mismatch: Customer expectations include GPS-based tracking for both surface and underground areas. GPS is not functional underground. Alternative solution (Smart Flow for underground tracking) proposed but requires customer acceptance. Scope creep or dissatisfaction risk if expectations not properly managed.
